At first I thought this is just what I needed! A query-able blockchain!... Then I'm like, if it's a private block chain, who are the peers that are going to host it?

Everyone who needs to distribute data with well determined points of trust. See some of the applications in the README. As it says on the tin, in the project title actually, this is a private blockchain.
