Add dvbapi and oscam to VDR #19

Hi On start thanks for your work :)

Im use your buildroot, anyway nice will be if you add dvbapi plugin to VDR with oscam this is more powerfull tool from SC to encrypt channels (and still develop) , more possibilities, better support for ARM because dvbapi can use also dvbcsa (hardwared acceleation) SC only if i good know FFdecsa with is not very good for ARM :/
