Change target API level to 33 #269

Starting August 31 2023, app updates must target at least API level to 33: https://developer.android.com/google/play/requirements/target-sdk

Verified on version 2.10.3, run a basic sanity check on Android 12 and 13, tested login, WG key management, connectivity, AntiTracker, custom DNS etc. No issues found related to these changes.

Verified again in the latests apks, site, store and Accrescent versions, no issues have been found related to this change.
