content-filter-provider

Notes for QA

Test V2Ray connections.

Verified on 2.11.1 (6), iPhone XR iOS 17.2 and iPad 10 iPadOS 17.1.1, V2ray works as before with the same limitations we know about. Note that I found one issue while testing this ticket -> https://github.com/ivpn/ios-app/issues/408
