"Reconnect" alert is displayed while changing protocols when the VPN is disconnected

Description:

When Network Protection "on demand" rules are active and the VPN is disconnected, the app asks the user to "reconnect" while changing protocols.

Expected result:

The app should evaluate that Network Protection "on demand" rules are active, but the VPN is disconnected, so in this case, the "Reconnect" alert should not be displayed when changing protocols.

Steps to reproduce:

• Install version 2.11.0.
• Login.
• Enable Network Protection.
• While disconnected, change protocols a few times.
• Observe that the app asks to reconnect, even though the VPN is disconnected.

Environment:

IVPN: 2.11.0, 2.11.1 Device: iPhone XR iOS 17.2

Verified fixed on 2.11.1 (3), the "Reconnect" alert is not be displayed anymore when changing protocols if Network Protection "on demand" rules are active and the VPN is disconnected.
