Add Tooltips to the CDE Databar Component #240

Is your feature request related to a problem? Please describe. One of the dashboards show activity duration in a database (table component). The tooltip format is simple "Value: x". When we have a very long duration we don't want to see thousands of minutes in the tooltip but instead a format like "5 days, 4 Hours and 10 Minutes"

It looks like the table component addin does not support this by default and might need a JS workaround

Describe the solution you'd like When the user hovers over a database in a table component they get a custom tooltip

No easy solution for this. It doesn't look like we can access and endpoint to change the dataBar tooltip. Need to investigate
