Wrong flags on generic sounds

Generic sounds are a pack of JSON that come from a long time ago and were dumped with a version of zonetol that disregarded flags. as a result, they all have wrong flags. https://github.com/XLabsProject/iw4x-map-porting-utility/tree/main/static/generic_sounds/sounds

They should be reexported with a newer tool to avoid issues on ported maps

I think it's good now but still not sure. Some IW5 maps have broken sounds. Could this be related?
