it doesn't work for me
i try to install subversion from WanDisco but my computer doesn't allow me to
install the package
i try to remove file... same result

It works for other people, so you’re probably not doing it right :-).
You need to be more specific then “my computer doesn't allow me to …”.
I don’t know exactly what you tried to install, how you tried to install it,
what error message you saw, what else was running at the time or whether you
have or need admin privileges.
The only known cause of this problem is due to a bad set of Subversion libs
from WanDisco - which, it appears, someone has installed on your computer. You
may need to uninstall these first, before you can reinstall the ‘same’
version of Subversion with good libs.

OS X Mavericks has removed svn from the base osx packages. You must install
Developer Tools to get svn.
To install unsigned apps or apps not from the app store, you have to change
System Preferences->Security & Privacy->General->Allow Apps Downloaded from:
and select Anywhere
