Heyo @mrmachine

The pull request does the following...

replace the PySCSS dependency with less, via the frontend compiler
replaces the FlatUI dependency with plain bootstrap
integrates the frontend libraries that we use on every project
replaces the base template with the latest version of the base template that we prototyped in csb
integrates CSS compression via the frontend compiler

Thanks again for this. I just merged and fixed up some of the stuff that was covered off in the ixc-core pull request.
