Tag list on the wiki page only appears with the attachments presented on the page #215

Q1. After upgrading from Redmine 3.3 to 3.4, the tag list on the wiki page only appears with the attachments presented on the page. redmine_tags version is 3.2.2 in both cases.

1 Tags were added to wiki page 0_wiki_page_with_tags
2 But there are no added tags at wiki page 1_without_attachments
3 The tag list is rendered only with at least one attached file 2_with_attachments

Q2. The tag list is now in the 'file' drop-down block. Is it possible to place it above this block (as it was in Redmine 3.3)
