TODO: Add Rest API #19

I would like to help further this project by building the Rest API endpoints using the Django Rest Framework. Let me know what you think.

That's a great idea! But know that it doesn't have enough test coverage.

that is very import important. DO you prefer a higher test coverage first before API implementation? I can help with that too. i have ok exp with TDD.
