BUG: `eink_abhängig_beschäftigt_y` can currently be negative #658

Bug description

The function eink_abhängig_beschäftigt_y can currently take on any value. So it can be negative, especially for people with no income. This shouldn't be the case since the Werbungskostenpauschale only reduces the income to 0 (Reference).
