I added a possible template for Issues on Github that should be used to discuss/collect future changes of the tax and transfer system as we stumble upon them.
As developers are not supposed to use it for single parameter changes I called it "Yearly Parameter Update" to make it stand out. For the occasional updating of single parameters we should continue to use the BUG / ENH infrastructure.
