BUG: Lohnsteuer cannot be computed between 2010 and 2015 #793

Bug description

The function vorsorgepauschale_y_ab_2010 requires vorsorge_krankenv_option_b as an input. The latter is only implemented starting 2015. Hence, we cannot compute Lohnsteuer between 2010 and 2015.
