CompatHelper: bump compat for RecursiveArrayTools to 3, (keep existing compat) #93

This pull request changes the compat entry for the RecursiveArrayTools package from 2.14.2 - 3.4.1 to 2.14.2 - 3.4.1, 3. This keeps the compat entries for earlier versions.
