Filter certain items from the high-risk list if person is in residential #12

If a selected ID has LivingSituation == Residential, classify a subset of needs as "high risk" (currently tagged `here).

Needs would be removed from the list if they were typically provided as part of CLS or PC.

These will need to be mapped to SIS needs items

Decide on approach. Either:

  1. create need_svc_res variable hereish
  2. create new reactive subset in server.R script
  3. filter in calls to viz (this one worst for performance)

Option 1 makes most sense since processing is added to initial load. However, the mappings must be read from the master mapping, currently in dev in branch exploreSIS_node_lrp/test-map-services
