The user should have visible feedback of who already played their cards. It´s less about the gamestate per se as it is about creating the feeling of a card game.
Possible implementation
Pass the userId of the player who wants to know how many cards are in their oponents hand
Calulate the number of items in all hands who do not belong to the passed ids user
Acceptance Criteria
Returns the correct number of cards in hand
Also returns the userId of the opponent having that many cards in hand

Adding this as a controller. Should be handled everytime someone plays a card
