Enable Tethering when On Road #12

When my car is in motion I want to enable the wifi tethering, so I can debug and connect to comma on the road. When I am parking back at home I want it disabled so that my C2 uploads over wifi all the files. This toggle detects when car is on road and enables wifi tethering, when state changes to offroad it disables it.

Comma.ai closed my pr as they are not interested in adding another toggle. I'm fine if thats your choice as well just wanted to submit work from my fork to yours every time it would make sense.

I do appreciate the submission. But, I don't want too many bells and whistles from stock OP as the more I add the more there is to maintain as new versions of OP come out. For now, I want to focus on getting the best driving experience.
