Ditch Travis to use GitHub Actions #241

Jump to GitHub Actions mostly because I found them most reliable these days (weeks?) than Travis.

Only keep Travis to run PHP 8 and allowed it to fail (because we can't achieve that using GitHub Actions (for now)).

Also comment the youtube oEmbed stuff because we got random failure for unknown reason.
