I have the same problem using a Samsung Galaxy Tab (GT-P7510) on Android 3.2
using mobiscroll-1.5.3.min
Is there a temporary work-around until the next release?

I also want to add that this problem only happens when I test my webapp
directly in the browser. If instead I embed my webapp with PhoneGap, the
problem no longer happens.

I can confirm this issue was introduced in 3.2. I have two Galaxy Tab
GT-P7500's. One is on 3.1 and does not exhibit this behaviour, and the other is
on 3.2 and does exhibit this behaviour. I would be very interested in a fix or
a workaround.

We could not reproduce this problem on 4.0.3 and 3.2 emulator, and on a Galaxy
Nexus device.
Does this problem occur on demo.mobiscroll.com as well, or only in your own web
app?

Not reproducible.
Please follow up if it occurs on http://demo.mobiscroll.com

It does not occur on http://demo.mobiscroll.com for the galaxy tab.
After debugging for an hour, I noticed that I have one instance of mobiscroll
that doesn't have this issue (well it seems to have the same issue for a
fraction of a second, but then it blinks/redraws then it's fine), while the
rest on other pages of my webapp do. Can't figure it out yet. I will report
back if/when I do.
Also note that my previous comment about Phonegap is innacurate, whether I use
the stock browser or the WebView I get the same issue.
