The voter turnout could be added as another column in a neutral colour like grey. I'm thinking this should not be visible by default, but there could be a button, link, or rotating triangle in a highly visible place that says "show voter turnout for each riding".
The reason I'm afraid of showing it by default is that I think people are discouraged by large tables of numbers. Every time a column is added, especially one that's not nice and color coded, it looks more like a spreadsheet. Don't get me wrong - I love huge tables of numbers, and so does anyone who reads bug reports on GitHub in their spare time (I'm lookin at you. Yeah you.)
This UI concept could be expanded to display other stats too. Kind of a "customize which columns you see" type of UI. All while occupying a finite amount of surface area on the page, and keeping it simple for those who like it simple.
