Zero out the non-existent candidates #17

Sometimes I'm projecting some popular vote for candidate that don't exist. A good recent example is the Green candidate in Kelowna who withdrew. We can deal with this by having a manually updated file of riding-party pairs that are constrained to zero.

Only two ridings affected, both involving a candidate who dropped out.
