Wifi/wake lock most likely means that wifi is not desired to be turned off. For example during skype/hangouts call.

I'm not sure if an application can detect wakelocks held by another app

At least wakelock stats can be seen by non-root user with some adb hack https://play.google.com/store/apps/details?id=com.uzumapps.wakelockdetector.noroot&hl=en
