Feature Description

As user of jQA, I would like to be able to list all plugins, found by jQA during startup, so that I know which plugins are available.

Acceptance Criterias

[x] There is a new task for the commandline tool
[x] There is a new goal for the Maven plugin
[x] The output contains the name of the plugin, the identifier and ~source of the plugin (location of the jar)~

Definition of Done for the Implementers

[x] Unittests have been written
[x] Integration tests have been written
[x] Test coverage is the same or even better then before
[x] Documentation has been written
[ ] Added a note on the new feature to the release notes

The output of the location of plugin has not been implemented, as the changes required for this are bigger then expected.
