Fix Quick Start Example #106

in the example in paragraph "Second Step: Add a rule" the element must be before the element. Otherwise you get an UnmarshalException.

The quick start has been fixed. This ticket will be left open as the rules schema shall be relaxed in a way that the order of group, concept and constraint elements shall not be fixed.
