Cannot stop process "Idle (0)" because of the following error: Access is denied #53

I receive the error Cannot stop process "Idle (0)" because of the following error: Access is denied But the service is stopped as it should. Has anyone run into this before?

I have it set to kill service is stop fails.

I am using local system not a service account for the vsts agent to stop the service.
