This seems a bit harder than it seems. AFAIK, the bot only sees in a small circle around your location (so it can't see that dratini 500 steps away), and the way that the pokemon scanners work is by having a trainer bot go around at high speeds collecting info on what pokemon have spawned.
Regardless, there are some tools I can think of that can accomplish this. A simple search on github for pokemon go map
will turn up many programs that give coordinates for nearby pokemon. If someone can strip the gui interface from one of these tools and integrate it with PokemonGoBot, I think it would possible to 'target' certain pokemon. (This approach would involve using a throwaway account, separate from the bot account)
I think I saw somewhere that a planned feature was to allow you to manually set a new destination for the bot via the WebUI. If this is true it would work as a manual way for you to collect these rare Pokemon. I know it's not what you're looking for but it's better than nothing. This feature might be delayed while all hands are on deck to fix the broken API though.
EDIT: The feature is already implemented. I didn't realize because I'm still using 0.4.x

Dratini's everywhere But its hard to get the bot to get them if its auto piloting. Any suggestions? Or ideas?
I know the right click works but for afk, it doesn't do much lol
