New localization folder for Vietnamese language - values-vn #7

I don't see a way to request a new folder, so I have included the content of the strings.xml file that should be inside the new Vietnamese localization folder: values-vn.

If the diacritics don't render from the XML let me know and I will replace them with their unicode-codes.
