browser notifications on join #29

If the tab is not focused, and the other side joins, send a browser notification.

Just thinking about the ergonomics of this - we'd need to have a clickable enable notifications somewhere, as far as I understand how this shit works these days.

I'm OK with this being a semi hidden feature - like maybe make Waiting for your party to respond be the clickable thing which fires Notification.requestPermission().
