Finalise moderation flags

Background

Once the panellists have submitted all scores and flagged candidates to be moderated, and having viewed the overall % to be moderated, protected characteristics, etc., admins should then be able to make their final selections for moderation and have the opportunity to specify the reason why (optional) before completing moderation selection.

User Story

As an Admin, I would like to be able to make a final selection of candidates to be moderated so that I can ensure that the 10% target and other targets have been met.

• [ ] Admins can select additional candidates for moderation
• [ ] Admins can add a comment about why they have selected candidates (non-mandatory field)
• [ ] Admins can deselect candidates that panellists selected for moderation
• [ ] Admins can click a button to complete the selection of candidates to be moderated

It's done when Admins can select/deselect candidates for moderation, specify a reason and complete moderation selection.

User Testing Steps

The objective here is to allow Admins to select/deselect candidates for moderation, specify their reasons if they want to and complete selection of candidates to be moderated. Does this feature achieve what is required?
