Transfer panel set-up and packs export to tasks (sift, SD)

Background

Currently, Admins export panel packs to Google drive under Reports > Sift or Reports > Selection day. This needs to be moved across to the relevant task (Sift/SD) and form an integrated part of that process.

User Story

As the Digital team, I would like panel set-up and panel pack generation to be integrated into sift and selection day so that the process is consolidated and streamlined.

Benefit(s) to user (if not already clear from User story)

Admins follow a step by step process that starts with setting up the panels, continues with finalising the settings for grading sheets and concludes with the panel packs being generated.
