Support Admins being able to send full application reminders #2554

Background

Staged applications will request some of the more comprehensive candidate information later in the process, usually pre-Selection Day, e.g. JAC00203. We would like Admins to be able to send reminders to candidates that have not completed their applications, in the same way that in a standard exercises, Admins can send reminders to candidates with applications in draft status.

User Story

As an Admin, I would like to send reminders to candidates to complete their full application so that we do not lose potentially successful candidates.

It's done when Admins are able to send reminders to candidates that have not completed their full application based on their status.

User Testing Steps

  1. Go to Shortlisting stage and send reminders to candidates that have not completed their full applications
  2. Check receipt of reminders

We need to be sure on what method of defining the applications which need reminders sent to them we plan on using - ie. a new status, some calculation, or otherwise?

@nickaddy as there are only a few staged applications per year I think we should park this ticket and pick it up again when we review Application Process now that we have timeline-driven tasks and candidate forms.

For now SETs can continue to grab the data they need from the Applications download and use Notify directly
