Frequently, SETs click the Send reminders button multiple times, triggering multiple emails to candidates.

[ ] Change message on modal to 'Please confirm you would like to send reminders to all draft candidates? Reminders can take up to 10 minutes to appear on Notify; allow time before clicking again, otherwise you will send multiple emails to candidates.'
