Mandate all fields on relevant qualifications section for legal exercises

Background

Currently it's possible to submit the relevant qualifications section of the Application form (example) without completing any of the fields. They should all be mandatory.

User Story

As an Admin, I want the candidates to have to complete this section of the application in full so that I know which qualifications they hold, in which country and when they qualified.

Feature(s) Description

• [ ] Mandate What are you qualified as? response
• [ ] Mandate Where are you qualified? response
• [ ] Mandate 'When did you qualify?' response
• [ ] Repeat the above for any instances where another qualification is added via Add another

Acceptance Criteria

It's done when candidates can't save this section without the mandated fields being completed.

Definition of Done

• [ ] User stories/acceptance criteria met
• [ ] Internal reviews passed (feedback actioned)
• [ ] User testing passed
• [ ] Relevant technical documentation updated
• [ ] User guidance updated
• [ ] Deployed and merged without errors

User Testing Steps

Try to complete the Relevant qualifications section of the application form without filling out all the fields.
