Closes User Raised Issue 217#418

Fix checking completion of the civil proceedings section.

How to test?

Example vacancy

Apply for a vacancy and go to the "Character information" section.
Complete the "Character information" section and check you get the "DONE" flag.

🟢 No risk - this is a self-contained piece of work
