User story

As the digital team, I would like to break the moderation work down into smaller tickets so that Norma/others can flesh them out for developer review.

As suggested by @warrensearle, I'm going to start writing tickets for relevant tasks such as this. I propose that we do not estimate them, I'm undecided on whether they are assigned to sprints or not.

I updated the Process in wireframes board and would suggest that any of the screens containing a green sticky note have work required so should each have a ticket.
