Vue 3 changes for QT And QT Admin

What's included?

Updated eslint for vue3. Fixed vue3 breaking changes and all lint warnings other than those that are sass related for govuk moj frontend.

Note: The short scenario tests only last a minute (to allow easy testing on the timeout function) so if you run out of time then do one of the following:

• Access one of the other tests, ie 'Vue 3 Migration Copy To Clipbaord Scenario Test' or 'Vue 3 Migration Scenario Test 3'
• Click the link for the test and sign in with one of the other sharklaser accounts

• Click on the 'Vue 3 Migration Very Short Scenario Test'
• Try typing and pasting to exceed the word limit, ensure the word limit cannot be exceeded and an error message appears
• Try typing/pasting a list over multiple lines to exceed the word limit. Again ensure the word limit cannot be exceeded and an error message appears
• Allow the test to timeout and ensure you get a message telling you what has happened and that you cannot access and modify the test anymore

Long Scenario Test
