improve relay (server -> discord) #3

using a sourcebans plugin for server to discord relay is flimsy. enable logging and reverse read + parse the log for better handling. moving it out of SourcePawn will also open up more opportunities for relay features. main hurdle will be API calls for receiving user profile pictures.

some changes have been made to the plugin to make it better but there are likely still some issues with it. comfy enough for now.
