it docs not make any connection

As the error name suggest, it's some error that is a feedback from the SIP 
server.
Without more details it's hard to help because it's an error that is given by 
your sip provider to the application.

It's usually because the sip providers doesn't like parameters passed by the 
application. CSipSimple is highly configurable and should allow to address all 
possible restrictions of sip providers... however if I don't know which are 
restrictions of this sip provider I can't help.

So a good first step would be to give some logs. See HowToCollectLogs wiki page 
(http://code.google.com/p/csipsimple/wiki/HowToCollectLogs?wl=en)
