What does this PR do ??

32 Refactoring CSS

I made some changes in article.jsx and article.css to make the article appear only when it is hovered.

I apologize for the oversight but I have already completed a pr for creating hover animations for each news card.

Dont worry! there is more stuff to do be done and I can assign you some work styling these news cards further. Please pull the changes and check out the current state of the main branch. I will write an issue and assign it to you, please ask questions if you have any!
