Version 1.30 WotC Index #93

What steps will reproduce the problem?
1.This may only happen on a reistall, not sure
2.Install/Reinstall v1.30 without the WotC.index file in the CBloder part folder
3.

What is the expected output? What do you see instead?
The Loader will not perform a proper update/merge during install or anytime 
thereafter which leaves the builder at the stock legacy configuration 

What version of the product are you using? On what operating system?
v1.30 WinXPSp3

Please provide any additional information below.
I experienced an error during my first install because I did not clear the part 
folder beforehand so I deleted the part folder from the ddi folder and tied to 
uninstall/reinstall 1.30 in a new location. Because the WotC.index was missing, 
the installer did not perform a proper update/merge and running the CBloader 
updater did not either. Is there a way to inform new users during installation 
that they need the index file and/or check for the presence of the index file 
and download it automatically if needed during install before the merge/update 
check stage?

Confirmed First Install provides index file, further re-installs do not check 
for presence of index file in order to replace it

Also installing in the Character builder folder hangs the creation of the log 
files which causes the character builder to crash and produce the "Contact 
support" dialog box error

Ok, feeling slightly dumb I now realize that the loader no longer uses the 
independant index files and base part files, however the issue still remains 
that on a Re-install the builder does not do a proper update/merge. This can be 
fixed if you remove the files that are left in the CBLoder Application Data 
folder which the uninstaller seems to leave behind
