Add contributing guidelines for releases and fix broken markdown link #57

Add contributing guidelines on how to create releases (i.e. which files to change for version information). Fix broken link in markdown file.

Additionally this PR instantiates 62B11043D2F6EB6672D93103CDBAA37ABC74FBA0 as the key used to create signed tags for the project.
