Without this, the user's locale may influence the content of the manpages (eg juin instead of June for a french locale).

Why would you want this? Shouldn't manpages be generated for the user's locale?

The is mostly for enabling reproducible builds (https://reproducible-builds.org/). I also don't see the value in localising the date, especially when all the man pages are in English.
