Finalize/Enable Account System #198

Finalize the account system and make the backup option in 'Backup and Restore' 
obsolete by putting a dialog on the button that reminds the user that the 
option is obsolete.
Also make the account option available in the next production release both from 
the preferences and from the dashboard
