Publish npm package in the pipeline

Enhancement/maintenance description

• Refactor pipeline into a single yaml file
• Run npm publish only if on master branch, and if version in code is different to version in the npm registry
• npm update

Why is this enhancement/maintenance important?

Allows for automatic npm publishing of the package.
