api for kiva zip

there needs to be an api (RESTful) that can be used programmatically by end users.

The first use case would be for the cron job kicked off by kiva zip to be able to dump "events" into our database.

The API is twofold:

• insert/update/delete graph topology (actors, subjects, endorsements)
• capture outcome events (status and commit events)
