all other durations could be double (though it won't matter if this spell itself is only a min)
Maybe add an extra bit saying they can't benefit from features and traits that change casting time (such as quickened spell), or just have burning that feature enough to counter this

Duration: Concentration, up to 1 minute
You choose a target you can see within range and attempt to create a feedback loop between its speech and hearing, confusing its mind and forcing it to speak slower than normal. The creature must make a Wisdom saving throw or become speech jammed for the spell's duration or until they are deafened. The target can repeat the saving throw at the end of each of its turns, removing the effect on a success.
While speech jammed, the target speaks in a slow drawl. They have disadvantage on Charisma checks that rely on speech and they take longer to cast spells with verbal components. If the spell normally requires a reaction, they can no longer cast it. If the spell normally requires a bonus action, it now requires an action. If the spell normally requires an action, it now requires two actions, either within in the same turn or spread across two consecutive turns.
At Higher Levels. When you cast this spell using a spell slot of 2nd level or higher, you can affect one additional creature for each slot level above 1st.
