Add Command folder structure #66

Figure out where the Commands fit into the folder structure of either GUI or the Library

As far as the Commands themselves, Brian references the same "MyCommand.cs" across two ViewModels. Not sure if we want to do the same or keep the Commands separate across ViewModels. For now I will make only one
