Time is 1 hour off in the Recent Results table #221

What steps will reproduce the problem?
1. Run a test
2. Go to the homepage
3. Check out Recent Tests (Doing this in PDT)

What is the expected output? What do you see instead?

It's 1:33am, and it shows 12:33am.
