[x] Match code in CareCascade to PriorityQ
[x] Branch "NewIncidence" in Xcode. Continue development in Xcode.
[x] Generate vectors for Susceptible and Infected individuals (stratified by Age and Sex)
[x] Download IRR's from Spectrum 2013
[x] Update Incidence according to calculations from discussion with Jeff on 11th November
[x] Check all is working fine in Xcode.
[x] Migrate back to R.

Not sure on whether I should be scheduling an event to update age and push people into the next vector or if I can rely on an event occurring within 5 years for that to sort itself out. What is the most efficient way?

[x] Run test to print out entire people array every time population::CheckIn() is called.
[x] population class member function to derive the number of incident cases each year.
[x] Requires a scheduling function
[x] Randomly sample from across each array (need an algorithm that picks an individual only once and then sorts through the remainder).
[x] Each individual is then feed a HivDate event which does the actual "getting HIV" stuff - updating indicators blah blah

[x] Convert Cd4Counter to an array. Having it as a vector is OVERKILL DUDE!
[x] Incidence calculation still seems a little eager.

[x] Seed cases across each year.
[x] Pre-2002 we need to use Spectrum incidence to drive the model
[x] Post-2002 we rely on the model to keep infection going.
